New SC Solar Incentives

Today, at the SC Solar Council meeting, Robert Long (SCANA & PaCE)
confirmed that within the next few months customers of SCE&G, Progress
Energy, and Duke Power who are on Netmetering programs will start receiving
a 1:1 buy back rate for power that they generate from their solar pv systems.
Also, Bruce Wood (Chairman of the SCSC) announced that the State of South
Carolina will increase the State Tax Credit from 25% to 30% to match the
current federal credit. There is one drawback though, it is likely that the
increase will not be extended next year and will end at the closing of 2009.
These two developments will definitely affect break even analyses and solar
benefits in a positive way. Utility rates and tax incentives are the two most
influential variables in purchasing solar systems.
Duke Energy seeks to raise rates in S.C.
CHARLOTTE 7/27/09— Duke Energy will ask South Carolina regulators
to boost rates by an average 9.3 percent for residential customers that it
says it needs to cover costs and provide a fair return for investors.
The utility said Monday that the average residential bill for its 600,000
customers in South Carolina would increase to $97 a month under its
proposal. For some, that could be an increase of up to $14. The
company, which does not serve the Charleston area, said the increase
will be offset partly by lower fuel costs.
